Our agency was created under New Hampshire RSA 203:4, as a municipal (public) corporation. We operate within the Town of Salem to provide decent, safe, sanitary and affordable housing to low and moderate-income households.

HOUSING PROGRAMS

The Salem Housing Authority operates a Public Housing Program for low-income elderly and/or disabled households consisting of 158 residential units at 3 sites.

In order to be eligible, the head of household or co-head of household must be at least 62 years of age or disabled, and household income must be below the applicable income limits as noted below:

The Salem Housing Authority also manages 24 rental units under the Low Income Housing Tax Credit (LIHTC) program, known as Downing Way. In order to be eligible, all household members must be at least 62 years of age and must qualify within the applicable income limits. Please feel free to contact our office by phone for information about the income limits.

Our Agency does not operate a Section 8 or Housing Choice Voucher (HCV) program – for information regarding Section 8 assistance in our area, please contact the New Hampshire Housing Finance Authority at 603-472-8623.

FREQUENTLY ASKED QUESTIONS

Applicants must meet certain eligibility criteria, including but not limited to income limitations which vary by program.

Generally yes, depending upon the program for which you apply. Please ask a staff person for additional information about estimated waiting time.

Yes. Only authorized Housing Authority personnel, HUD personnel and our auditors have access to such information. Information is not disclosed or released without proper authorization from the applicant.

Yes, with certain restrictions.

Smoking is prohibited indoors, including within apartment units, at all our locations and within twenty-five (25) feet of any building.

The Housing Authority does not provide any direct services to the residents outside of housing and maintenance needs. Our facilities do have access to local transportation services, homemaker and home health aide services, meals-on-wheels, surplus food programs and more.

No. The Authority follows strict regulations promulgated by HUD, and the Authority is subject to annual financial audits, HUD management reviews and various oversight mechanisms.
